Who We Are
The Treasure Valley Partnership (TVP) brings together mayors and county commissioners from Idaho’s fastest-growing region.
We are a unified coalition ensuring that growth pays for growth, residents are protected, and taxpayer dollars are spent wisely.
Local governments are on the front lines of public safety, infrastructure, and community services – yet state restuctions limit the flexibility needed to meet rising demand.

The Role of Local Government
In Idaho, counties and cities share the responsibility of providing the services residents rely on every day, but their roles differ.
Counties
Couties serve as a broader arm of local government and are mandated to perform functions, as legally required by the Idaho Constitution and state statutes.
Mandated responsibilities include:
- enforcement through the sheriff’s office
- operation of jails and courts
- property tax collection and assessments
- conduction of all public elections
- land use for planning and zoning
Cities
Cities provide localized services within their boundaries. While cities must operate within state law, they have flexibility to adopt rules that promote public welfare.
Responsibilities can and may include:
- police and fire protection
- water and sewer utilities
- parks and public spaces
- libraries and community programs
- growth and development planning
TVP Pillars & Priorities
Quality of Life is an Essential Service
Quality of life isn’t a luxury. It is essential to community health, economic growth, and livability. Local leaders need flexibility to respond to their communities’ unique needs and protect what makes each place thrive.
Growth Must Fund Growth
While growth expands Idaho’s tax base, it only partially adds to local budgets. Without the cooperation of the legislature to modernize funding tools for cities and counties, growth will keep outpacing revenues, leaving local governments unable to keep up with basic services.
Public Safety is Non-Negotiable
Safe streets, safe families, and safe communities depend on stable, sustainable fudning. Without it, local governments are forced to do more with less, putting residents, businesses, and the economy at risk.
Infrastructure Protects Quality of Life and Economy
Growth won’t wait for infrastructure to catch up. Reliable roads, utilities, and public spaces are the foundation of livable, connected communities. Without stronger funding tools, infrastructure will continue to fall behind, driving up traffic, housing costs, and economic strain.
