Who We Are
The Treasure Valley Partnership (TVP) brings together mayors and county commissioners from Idaho’s fastest-growing region.
We are a unified coalition working to ensure that growth pays for growth, quality of life is protected, and taxpayer dollars are spent wisely.
Local governments are on the front lines of public safety, infrastructure, and community services – yet state restrictions limit the flexibility needed to meet rising demand.

The Role of Local Government
In Idaho, counties and cities share the responsibility of providing the services residents rely on every day, but their roles differ.
Counties
Couties serve as a broader arm of local government and are mandated to perform functions, as legally required by the Idaho Constitution and state statutes.
Mandated responsibilities include:
- law enforcement through the sheriff’s office
- operation of jails and courts
- property tax collection and assessments
- conduction of all public elections
- land use for planning and zoning
Cities
Cities provide localized services within their boundaries. While cities must operate within state law, they have flexibility to adopt rules that promote public welfare.
Responsibilities can and may include:
- police and fire protection
- water and sewer utilities
- parks and public spaces
- libraries and community programs
- growth and development planning
Our Pillars & Priorities
As population growth accelerates, funding mechanisms have not kept pace. State budget restrictions and past legislation (e.g., HB389 from the 2021 Idaho Legislative Session) have constrained local governments’ ability to deliver essential services to residents, such as police, fire, courts, jails, parks, and transportation. Local leaders are seeing diminished revenues, loss of community services, and lagging infrastructure.
